PAISAC is a non-profit organization, working in the field of the training of sports executives from developing countries and whose head office is in Montreal. Its programs are managed by the General Director, the President / Founder and under the guidance of the Vice-President.

MSc in Physical Education Sciences

He is the founder and president of PAISAC. He is a former high-level handball goalkeeper and coach of the women’s team of Joan of Arc in Dakar (Senegal). At the Montreal Olympics in 1976, he was involved as technical director of the competition site in Quebec. He was the technical director of the Quebec Handball Federation from 1981 to 1999 and assistant national coach of the men’s team from Canada for the Pan American Games in Indianapolis (USA) in 1986. As a result of unpaid leave, he lived from 1989 to 1991 to Bukavu (Democratic Republic of Congo – formerly Zaire) where he worked as a liaison agent for a Non for Profit Organisation in South Kivu for the implementation of a Rural Radio, and then from 1997 to 1999 in Abidjan ( Ivory Coast), where as a temporary professor in Theory of training for the INJS (National Institute of Youth and Sports), he developed the PAISAC project with the active participation of the sport world. Back in Canada, in 2002, he implemented the project of which he was the promoter and director of operations. In late 2012, he retired by withdrawing from the lead but keeping on working on the international relation’s PAISAC.



Graduate of the University of Lausanne in Sport Sciences

A graduate of the University of Lausanne in sport sciences, she subsequently obtained a Master in Public Administration with a specialization in management of sport in Lausanne (IDHEAP). She deepened her knowledge in management and sport policies by participating in the postgraduate courses of the Olympic Studies Centre at the International Olympic Academy in Greece in 2006. Former athlete of the Swiss national judo team, she obtained her J+S coaching diploma and was a coach from young children to the regional talent frame. Physical education teacher for many years in Switzerland and Germany, she also was a coach for the selection of the City of Lausanne for the international children’s games from 2005 to 2008. In 2009, she moved to Canada where, while holding the position of marketing manager for a private sports organization, she developed her own sports association Dreams and Sports Passion Montreal. In 2013 after a training session that Rebecca will officially take the direction of PAISAC.

Francesca is a nature and soccer lover, former player, coach and now a graduate in sports intervention and league management, she never ceases to live her passion by being constantly involved in the sport.



MBA, Management Consulting

MBA in management consulting For nearly 40 years she was the manager within Desjardins Caisses populaires Movements and the Desjardins Economics of Quebe, as well as being the General Assistant Manager at the Caisse populaire Desjardins in Mille Iles from 2003 to 2013. During her professional career, Mrs. Castonguay has also worked in international Cooperation for Development international Desjardins (DID) , as a technical adviser in the former Zaire ( Democratic Republic of Congo ) in the field of savings and credit cooperatives , and in Ivory Coast as a project Director for the establishment of a Centre for financing small and medium Ivorian companies. Ms. Castonguay was also a member of the Board of Directors of Dauphinelle , a shelter for abused women . She retired in late 2012.
